Together we are committed to improve Active Labour Market Policies (ALMPs) across Europe.

University of Peloponnese | Greece

The University of Peloponnese (UoP), established in 2000, serves approximately 25,000 students across nine Schools in Tripolis, Corinthos, Nafplion, Sparti, Kalamata, and Patras. The Department of Electrical and Computer Engineering (ECE), part of the School of Engineering and based in Patras, offers undergraduate, postgraduate, and doctoral programs specializing in Energy and Electrical Systems, Signal Processing, Communications, Networks, Electronics, Computers, Automatic Systems, and Informatics.

ECE boasts modern research facilities and advanced labouratories that support both academic excellence and technological innovation. Research is conducted within seven specialized laboratories, advancing fields such as (a) Energy Systems, (b) Signals, Telecommunications, and Networks, (c) Electronics, Computers, and Systems, (d) Informatics, and (e) Natural Language Processing (NLP) and Artificial Intelligence (AI).

UoP’s Data and Media Lab (DM Lab) plays a central role in the EU-ALMPO project, funded under Horizon Europe (HORIZON-CL2-2024-TRANSFORMATIONS-01). As a leader in AI-driven analytics, big data processing, and digital ecosystems, DM Lab develops intelligent data-driven frameworks for the EU Active Labour Market Policies Observatory. Leveraging advanced data processing, semantic technologies, policy modeling, and Large Language Models (LLMs), DM Lab enhances labour market strategies, fosters evidence-based policymaking, and promotes inclusive employment interventions at the European level.

ECE actively participates in European and international research initiatives under Horizon Europe, Erasmus+, and national programs, driving scientific progress and real-world impact. Through interdisciplinary collaborations and innovation-driven projects, faculty, researchers, and students contribute to leading research consortia, gaining exposure to emerging technologies and methodologies that prepare them for the evolving global engineering landscape.

Istituto per la Ricerca Sociale | Italy

The Istituto per la Ricerca Sociale (IRS) is a private and independent research institute established in 1973. It provides services to both public and private clients. Since its inception, IRS has engaged in extensive research activities and has emerged as a leading research institute at both the Italian and European levels. It places particular emphasis on various policy issues, including labour policies, skills matching, and lifelong learning strategies. IRS adopts an interdisciplinary approach to research, leveraging the integrated expertise of its qualified research teams. Its research activities employ both quantitative and qualitative methods to deliver comprehensive analyses of the pertinent issues. Additionally, IRS offers evaluation and monitoring services, training programs, and a range of technical support to public administrations, as well as private and public institutions throughout Italy and Europe. Gdańsk University of Technology | Poland

Gdańsk University of Technology is among 11 Polish universities classified in the prestigious Academic Ranking of World Universities (ARWU), also known as the Shanghai Ranking. DomSpain | Spain

DomSpain is a VET and adult education centre active on a national and international level.  

In the VET sector, the centre provides certified courses and professional certified programmes in the tourism and administation sectors, There are also specialisation courses in the same fields of studies to broaden occupation-specific skills and acquire digital skills. 

DomSpain also implements dual VET (apprenticeships contracts) scheme, with around 33% of the education assigned to the work-based learning. In the adult sector, the centre implements upskilling and reskilling training focusing adults from vunerable groups: long-term unemployed, women, those living in rural areas. 

The organisation is accredited by the Employability Service of Catalonia as a consultancy, recruitment and training centres to coordinate local, national and international mobilities and internships of VET students. It is a member of EfVET, European Forum of the VET providers.

DomSpain coordinate internships, apprenticeships and mobilities of both VET staff and students in the fields of tourism, restoration, biology, audiovisuals, mechanics, accessibility, marketing, administration and finances, non-formal and informal education, among others. It also provides preparatory training, consultancy and advisory services to VET learners, VET sending centres and hosting enterprises.

Tavistock Institut gGmbH (TIG) | Germany

Tavistock Institut gGmbH (TIG) is a not-for-profit organisation, founded and owned by the Tavistock Institute of Human Relations (TIHR), UK, which was set up in 1947.

Based in Berlin, Germany, TIG serves as the TIHR’s European base. Our aim is to continue the Institute’s extensive European work smoothly, reliably and effectively.

Our multi-disciplinary services include research, evaluation, organisational consultancy and professional development, all in service of sustainable change and ongoing learning.

TIG and its parent company, TIHR, have extensive knowledge of and expertise in comparative research and evaluation across the EU. We specialise in the design and implementation of employment and skills policies addressing the functioning of labour markets, education and training systems, apprenticeships and work-based learning (WBL), lifelong learning, human resource management and employee well-being.

Both TIG and TIHR have also extensive EU-related expertise in youth unemployment and the social and labour market integration of NEETs as well as in social and digital inclusion.

Capitalising on the seminal socio-technical systems theory that was first developed at the TIHR in the 1950s, they have conducted extensive research into the interaction of people and technology at the workplace as well as into the use of such technology for learning purposes at work, leisure and beyond.

TIG has also recently been conducting research and evaluation into the employment implications of the digital transformation of economy and society in the UK, the rest of the EU and internationally.

HELLENIC ADULT EDUCATION ASSOCIATION (HAEA) | Greece

Founded in 2004, the HAEA is a scientific non-profit network of 2.000 associated members – adult education organisations, adult educators, trainers and researchers. Over the years, HAEA has become a recognised and very active community of practice in Adult Education and research within the Greek and International framework. Our vision is to enhance social, organisational and human potential through Adult Education. The specific aims of the Association are: a) to promote ideas and the principles of Adult Education, b) to develop a general awareness, and practice in Greece and abroad regarding Adult Education and transformative learning issues, c) to enhance cooperation with relevant international associations, scientific societies, institutes, research centres, universities, enterprises, private and public entities, d) to support initiatives for the application of innovative plans for adult education and training. 

Our programmes act as a bridge between the theoretical approaches conceived and developed within HAEA and the practical outcomes from the numerous learning programmes it performs in various organisational settings. HAEA achieves its goals by organizing ToT programmes, seminars, conferences, e-learning programmes,  consulting, and research, as well as the development of printed and digital teaching material. It is also a prolific publisher, releasing a series of adult education articles and books, as well as the international, open-access scientific journal ADULT EDUCATION Critical Issues.

The President of the HAEA, Alexis Kokkos, is also President of the International Transformative Learning Association (ITLA).

p-consulting.gr | Greece

p-consulting.gr is an IT Consulting company focused on Training, established in 2012, and located in Patras (Greece). Main objectives of the company is the provision of:

  • quality IT and consulting services in business terms to companies and enterprises in all sectors of economy,
  • training services which address the needs of various target groups,
  • IT services, focusing on web development and creation of online educational platforms,
  • managing and developing of project services, mostly oriented to improve people’s quality of life, especially of those who belong to socially vulnerable groups.

In addition, the company has a well-established network as it has implemented up to now over 40 European Projects, with the collaboration of over 180 partners, among 24 EU countries. ACRONYM Ltd. – Acronym (GR), is a research consultancy company, founded in 1991 as a private limited liability company, by economic and legal advisors with considerable experience in the planning, management, evaluation and monitoring funded EU programs and projects by International Donors, as well as in the development and implementation of economic and technical studies. The company is offering its services, to public agents, such as the European Commission, Ministries, Municipalities, and other public law entities, as well as to private agents, such as companies and enterprises in Greece and abroad. Fagligt Fælles Forbund, 3F | Denmark

3F, the United Federation of Danish Workers (3F, Faglist Faelles Forbund)/ the largest Danish labour union. The union was formed in 2004, from the merger of the Danish Women Workers' Union and the Danish General Workers' Union. In 2006, the Restaurant Trade Union merged in to 3F, while, at the start of 2011, it was joined by the Danish Timber Industry and Construction Workers' Union.

The 3F was an affiliate of the Danish Confederation of Trade Unions, and since 2019 has been a member of its successor, the Danish Trade Union Confederation(FH). 3F is Denmark's largest and most powerful trade union and unemployment fund. 3F secures better wage and working conditions for its members. They have collective agreements at more work places than any other Danish trade union. Amongst others they run training programmes for the upskilling and reskilling of their members.

3F’s main partners are so called "sister organisations". They are sector-based trade unions or federations having members from the same sectors that 3F organises in Denmark; Industry, Construction, Agriculture, Transport and Service. The regional programmes work in partnership with and support national/local trade union organisations. Most trade union partners are present at the workplace, for instance at a factory. Others coordinate and ensure exchange of experience between national sector trade union federations at the regional level. These are the Global Union Federations’ regional networks. On top of that, 3F has an international presence. 3F International is situated at the 3F federation office in Copenhagen, Denmark from where general management, programme development, monitoring, quality control, strategizing and documentation of results take place.

The three regional programmes are managed by 3F’s regional coordinators. They are together with their teams located in: Johannesburg, South Africa/ Managua, Nicaragua/Dhaka, Bangladesh.

INAPP – Istituto Nazionale per l’Analisi delle Politiche Pubbliche | Italy

INAPP (National Institute for the Analysis of Public Policies) is a public research body, which operates under supervision of the Italian Ministry of Labour and Social Policies and is in charge of the analysis, monitoring and evaluation of all public policies having an impact on the labour market. Its mission is two-fold: building public assets, such as databases accessible to all, and implementing policy-oriented research aimed at analysing policy-relevant phenomena. INAPP has more than 200 researchers and full access to the most relevant national administrative databases for statistical analysis. It is one of the most important and acknowledged policy advisors in the country. INAPP is a member of the National Statistical System and cooperates with European and international institutions. It is National Agency for Italy of the EU Programme Erasmus+ in the field of vocational education and training. It also hosts the National Coordinator for the European Agenda of Adult Learning as well as the EQAVET National Reference Point and it is a Member of ET 2020 WG for Adult Learning and partner of the Refernet network for Italy.

1st Second Change School of Korydallos | Greece

The Second Chance Schools (S.D.E.) are schools of General Standard Education for Adults that come under the Greek Ministry of Education and provide the opportunity for adults, aged 18 and over, who have not completed the nine-year compulsory education, to continue their studies and obtain a qualification EQUIVALENT to the High School diploma (law 4673/2020). The duration of the course is 18 months (two school years) and the teaching hours are 25 per week. Classes are held in the afternoon from Monday to Friday. Today, there are 66 SDEs and an additional 21 branches across the country, while at the same time 12 SDEs operate in reservation shops. The S.D.E of Korydallos & S.D.E of Korydallos Piraeus will take part at the Experimentation phase of the project.

The External Expert Advisory Board (EEAB)

The External Expert Advisory Board consists of external, independent experts, carefully selected by the consortium, to closely monitor and directly provide consultation to all research and innovation activities performed by the consortium participants throughout the project’s lifecycle.

The External Advisory Board will offer high-end consultation services to the consortium to ensure that the Project’s result(s)/outcome(s) will “match” the needs of the open community.

The members of the External Advisory Board will participate in specific consortium meeting(s) upon invitation but will not have any voting rights, to advise the partners about significant issues and decisions to be made.

Saloua El Boustani is the Coordinator of the Diversity Charter Belgium, where she leads national initiatives to strengthen diversity, equity, and inclusion (DEI) in workplaces. She builds strategic partnerships with employers, public institutions, and civil society to promote sustainable, evidence-based DEI practices in Belgium and Europe. As an experienced consultant and trainer, Saloua provides expertise on inclusion, bias reduction, and equitable organizational processes. She is actively engaged in civil society and regularly speaks on topics such as workplace intersectionality and inclusive policy design. Her work focuses on driving systemic change and fostering environments where everyone can thrive and feel a genuine sense of belonging.

Stavroula Demetriades

Senior research manager, Employment research unit-EUROFOUND

Stavroula Demetriades is a senior research manager in the Employment unit at Eurofound. She has responsibility for research in the areas of the green and just transition, social dialogue, management practices, innovation and hybrid work. She holds a PhD in Sociology from the University of Aalborg, Denmark. She also has an MSc in Economic Policies from Trinity College Dublin and an MSc in Regional Development from Athens University. Prior to joining Eurofound in 1999, she worked in research institutes, in different posts in the public and private sectors, and conducted organisational and socioeconomic studies. Her main research interests include the green and just transition, human resource management, work systems, innovation, employment and social dialogue. She is also adjunct professor in the Business School at University College Dublin.

Pedro Moreno da Fonseca

Technical Specialist on Lifelong Learning at ILO

Pedro Moreno da Fonseca is a Lifelong Learning Specialist at ILO headquarters, in Geneva. He carries out research and provides support to ILO’s constituents in the development of national skills and lifelong learning systems, as well as career development support systems. His portfolio also includes skills policies and governance, social partner engagement, financing of lifelong learning, skills utilisation, and qualification systems development. Prior to the ILO, he worked as an expert in Cedefop, the European Union agency for vocational education and training. He holds a BA and a MA from the Lisbon School of Economics and Management and a PhD from the University of Porto.

Maddalena Honorati

Senior Economist at the Social Protection and Labor Global Practice of the World Bank

Maddalena Honorati is a Senior Economist at the Social Protection and Labor Global Practice of the World Bank. Her interest has focused on the design and evaluation of social safety net, active labor market and entrepreneurship support programs in developing countries. More recently, her work also focused on strategies to mitigate the social and labor impacts of the green transition and on the impact of AI on jobs. She authored global, regional, country reports and research papers to inform policies to foster skills, job creation and poverty reduction as well as supported the operational implementation of social protection and labor reforms in Albania, Armenia, Azerbaijan, Georgia, Ghana, Kenya, Ecuador, Philippines, Poland, Romania, Tajikistan, Ukraine and Uzbekistan. Maddalena holds a PhD in Economics from Bocconi University and a M.Sc. from Pompeu Fabra University.

Sandor Karacsony

Senior Labor Economist of the World Bank

Sandor Karacsony is a senior economist at the World Bank, with a track record in research, policy advisory and operational work in Europe, Central Asia, the Middle East, Southeast Asia and the Pacific. Previously he worked with Open Society Foundations, with the World Bank Executive Board as an advisor, and held various government and private sector positions in Hungary. His area of expertise covers employment, jobs, social assistance, education and skills, as well as monitoring and evaluation. Sandor has a special interest in development policy applications of data science and behavioral economics.

Seamus McGuinness

Research Professor & Research Area Co-ordinator for labour market research at the Economic and Social Research Institute.

Seamus McGuinness is a Research Professor and the Research Area Co-ordinator for labour market research at the Economic and Social Research Institute. Most of his published research has been in the areas of labour economics and the economics of education, with a particular focus on skill mismatches. He has also published research in the areas of industrial relations, regional economics, small business economics, social deprivation and the economics of constitutional change in Ireland.  He has led research teams in a number of major international projects and acted as a consultant for a range of international organisations including the European Commission, the OECD, the Asian Development Bank and the ILO.  He routinely acts as a referee for major international journals, has been an expert advisor on international surveys (such as PIAAC and the European Skills and Jobs Survey) and is regularly invited as a key note speaker to a range of international conferences and policy forums.

Alex Nunn

Researcher in Inequalities and Labour Market Policy at the University of Manchester, UK

Alex Nunn is a researcher focussing on inequalities and labour market policy, based at the University of Manchester, UK and the Centre for the Study of Race, Gender and Class at the University of Johannesburg. 

Alex’s research focusses on the politics and political economy of inequality. His research has explored the political economy causes of changes in socio-economic inequality, including how household behaviours are driven by extant inequalities and result in compound inequality, the processes of institutional and household ‘coping’ with inequality and the overlaps between gender, identity (including race) and socio- economic inequality.

Alex also focusses on labor market policy and he has worked with international organisations and governments in Europe and Latin America and the Caribbean to help develop more inclusive labor market policies and institutions. He recently led a worldwide survey of Public Employment Services with the Inter-American Development Bank, OECD and World Association of Public Employment Services (WAPES). He is also leading research with WAPES and colleagues at the University of Derby on the future skills needs of frontline professionals who support jobseekers to find work.

Kenia Parsons

Senior Social Protection Specialist at The World Bank

International development professional specialized in social protection and jobs currently working in PNG and Pacific Island Countries, the delivery of policy and program outcomes, through applied research, data analyses, projects, and evaluations. Skilled in complex analyses, team and people management, and multi-stakeholder projects.

  • Global experience across different cultures (Africa, Latin America, United States, Australia and the Pacific) and industries (multilateral development banks, accountability mechanisms, integrity agency, consultancy, academia, and public sector).
  • Work experience in international multi-sectoral teams, including in working groups to advise high-level organizational responses to policies or emergency situations.
  • Lateral and analytical thinker able to see the bigger picture but also understand the details
  • Certified and experienced with The World Bank and The African Development Bank in project management, portfolio monitoring and performance, compliance, quality assurance, risk analysis, project evaluation, logistic framework, and safeguard policies.

Dr. Zlatan Šabić

Public Sector Digitalization Specialist

Dr. Zlatan Šabić is a distinguished digital health and public sector digitalization specialist with over 25 years of international experience. Currently serving as a freelancing consultant in public information systems, he previously held the position of Senior Public Information Systems Specialist at the World Bank’s GHNDR practice from 2013 to 2025.

Dr. Šabić earned his Ph.D. in Technical Sciences (Information Systems Development Methodologies) from the University of Sarajevo in 2009, building upon his master’s and bachelor’s degrees in computer sciences and electrical engineering from the same institution.

As a globally recognized digital health expert, Dr. Šabić has provided strategic guidance and technical expertise to over 30 countries across Europe, Central Asia, Latin America, the Caribbean, Middle East, Africa, and South Asia. His expertise spans the full spectrum of digital health implementation, from policy dialogue and strategic planning to system
architecture design and capacity building. He was one of the South-East Europe regional leaders in introducing the eGovernment concept for public administration reforms (co-author of SEE eAgenda and eAgenda+, regional information society strategic development protocols). He co-led the development of the World Bank’s global digital health program, authored key reports including “Digital-In-Health: Unlocking the Value for Everyone,” and developed the World Bank Digital Health Learning Framework.

His work encompasses critical national systems such as electronic health records, health information exchanges, telemedicine platforms, and health insurance management systems. Beyond digital health, Dr. Šabić brings extensive experience in social protection systems, education technology, and digital governance, having supported the design and implementation of information systems across multiple sectors.

His academic background includes over 20 years of university teaching at the University of Sarajevo, where he served as Assistant Professor and later Associate Professor. A Fulbright Alumnus and member of ACM and HIMSS, he has authored numerous publications and continues to
contribute to global digital health initiatives through training programs, policy development, and technical assistance to governments worldwide.
