Policy Brief: Understanding Skills Matching in Practice: Insights from 10 European Case Studies

This policy brief presents insights from 10 European case studies examined within the EU-ALMPO project, focusing on how skills matching interventions are designed and implemented across different policy contexts. Drawing on examples from Germany, Greece, Italy, Poland, and Spain, the brief explores what works in practice, for whom, and under which conditions. 

It highlights key mechanisms that influence the effectiveness of Active Labour Market Policies (ALMPs), including coordination across institutions, the use of data and skills intelligence, and inclusive approaches to service delivery. The findings provide practical considerations for policymakers and Public Employment Services aiming to improve labour market outcomes through evidence-based and AI-supported policymaking.
